EU and Egypt conclude Horizon Europe Association Agreement

The European Commission and the Arab Republic of Egypt have successfully completed negotiations for Egypt’s association with Horizon Europe. The agreement is expected to be signed by November 2025, pending final approvals from both sides.

In the meantime, transitional arrangements will allow Egyptian institutions to apply as “eligible entities” under the same terms as organisations from Horizon Europe-associated countries. These provisions apply to calls funded from the 2025 budget onward.

This development positions Egypt as the second African nation to fully associate with Horizon Europe, following Tunisia. It marks a significant milestone in strengthening EU-Africa scientific ties and unlocking Egypt’s potential in global research efforts.
